Verified Gross Mass (VGM)
Procedure for the Verification of the Gross Weight of Loaded Containers
Object. This Procedure establishes the necessary actions to support the safety of the ship, the safety of workers on board and on land, and the safety of the cargo, through compliance with the amendment to the SOLAS Convention (Chapter VI, Part A, Regulation 2).
For the procedure in question, the amendments to comply correspond to what we call Verified Gross Weight (VGM), which is the sum of the container's tare weight and the weights of all the merchandise and its elements, adding pallets, dunnage and other packaging/packaging and fastening material that is loaded in the container obtained by one of the methods contained in this regulation.
Application. The Scope of application of this Procedure considers all full shipping containers that are governed by the CSC Convention (International Convention for Container Safety) and that must be stowed on board a cargo ship with a gross tonnage equal to or greater than 500 tons.
This procedure will not apply to:
Full containers unloaded at a port or transshipment terminal that already have a verified gross weight, making it unnecessary for them to be re-weighed at the port transshipment facility. The captain of the ship or his representative must notify the port or port terminal sufficiently in advance of the verified gross weight of each of the transshipment containers.
Therefore, Terminal Ferroviaria Puerto is classified as an entity that will provide weighing services for its users. It is clarified that the responsibility of obtaining, documenting and delivering the verified gross weight of a full container corresponds to the shipper or, failing that, to his shipping company. The service offered by the Terminal ends with the delivery of the weighing ticket to the pilot who mobilized the equipment. Any subsequent service must be agreed between the parties.
For purposes of providing the weighing service, the following procedure is described:
CLIENT PROCESS – SHIPPING COMPANY
- Client confirms to Naviera the gross weight of the container and its cargo.
- Naviera generates and sends a shipping list to the Port prior to entering the Container.
- Naviera generates Pre-Stowage for the preparation of BAPLIE prior to the start of Operations.
- Ship Captain Review BAPLIE:
- Confirm Pre-Stowage
- Requires stowage changes.
- Does not authorize shipment of equipment for exceeding permissible weight.
PORT PROCESS – SHIPPING COMPANY – VESSEL
- Entry of Container to Port.
- Container weighing (includes header and semi-trailer) in port scales.
- Container stacking in Port Yard.
- Weighing of Semi-Trailer and Header by Port to carry out destarare, VGM is obtained by Port and export receipt is delivered to Shipping Company.
- Upon dispatch of the Header/Semi-Trailer, it is verified that the Shipping Pilot complied with the weighing cycle to obtain VGM or, failing that, it returns to close the Weighing cycle.
LIABILITY OF THE SHIPPING COMPANY
- Naviera Generates/Deliveries BAPLIE FINAL 2.2 (VGM) to Ship Captain
- Valid Ship Captain BAPLIE FINAL 2.2 (VGM).
- Captain will request re-stows for:
- Level ship weights.
- Unloading of Containers to Compensate Total Permissible Export Weight.
